The Temple of Enlightenment is roughly east of Numara, and on the same island as the Great Ancient Ruins. In order to get to it, you need the upgraded White Boa. Crash through the ice on the south side, and deploy the Nautilius once you are passed the ice. Dive underwater and you will find a passage to the west. This leads to the Temple of Enlightenment.
