The thermostat on a fiesta zetec engine is under the air box. The air box and splash guard will need to be removed for access.
Fiesta's have a common fault with the heater control valve failing closed. You can get a new one from Eaby for £15
If it is a mk4 onwards model it is on the front of the engine under the alternator sitting in the plastic housing
The 1998 Ford Fiesta 1.3 liter engine temperature sending unit can be found on the front of the engine. The temperature sending unit will be near the thermostat housing.

Replace {Thermostat}, It is in a closed posistion and is unable to open. Another cause as with the Futura (1.3 Fiesta year 2000) is a valve between the heater and engine, the Thermostat shows normal operating therefore replacement is not needed.
I do not know Fiestas but usually thermostat is located in the hose that runs from the upper part of the radiator to the engine block right near the engine block. HTH
the radiator top hose, follow it, it should go on to a housing on the engine block which is bein held in by 2 or 3 nuts.
