It is under the dash on the pass side and requires a bunch of work to get to it. Take it to a garage.
I have a 1986 Buick Riviera that the same thing happened to and it turned out to be a fuse blown on the GCC CRT unit. I went ahead and bought a used CRT from a junkyard for about .00.
Not practical to try to fix a heater core. Replace it with a new one.
follow the upper radiator hose to the thermostat housing on engine. Thermostat is located under the thermostat housing.
The thermostat for this car is located in the water pump housing from the lower radiator hose.

U unbolt the Housing where the upper Radiator hose Mountes 2 the engine.MAKE SURE U get the CORRECT Degree thermostat 4 that model.Clean the gasket surfaces (if a O-Ring isn't used) get a NEW gasket & make SURE U PUT the NEW Thermostat in the CORRECT way-IF U don't U WILL FRY the ENGINE bcause of a REVERSED thermostat.

Follow the upper radiator hose towards the engine block, The part the hose clamps to is the thermostat housing, the thermostat is located under this, generally this requires moving 2 or 3 bolts to acces the thermostat.

If your engine has been damaged it may be worthwhile to purchase a remanufactured engine. A 1986 Buick Riviera currently has 102,000 on a remanufactured engine(ReCon).
Almost all thermostats are located where the top radiator hose connects to the engine. The tube that the hose goes over should have two bolts holding it on. The thermostat is under that.
