generally located where the upper radiator hose meets the block, under the throttle body
Follow the upper radiator hose to the engine, there should be the thermostat housing. And there is no drain plug on an 2002 Monte Carlo 3.8 v6 , so you will lose less antifreeze if you just disconnect the upper radiator hose from the thermostat housing then hold that hose up. I only lost maybe a quart of antifreeze.
No. One of the two bolts that hold the thermostat housing to the engine is a challenge.
V6 or V8?
Remove the water supply hose from the top of your 2003 Chevy Monte Carlo thermostat housing. Remove the thermostat housing retaining bolts. Lift the old thermostat out. Drop the new thermostat in and reverse the process.
You don't. You replace a thermostat that has failed. They are meant to be replaced.

No!!!
The thermostat on a 1999 Chevy Monte Carlo with a 3.1 is located just below the throttle body. It is covered by the top radiator hose attached at that location.
