The throttle position sensor (TPS) on a 1994 Mercury Tracer is located towards the driver's side of vehicle, under the hood. Directly to the left of the battery will be an intake air hose with a metal screw-on clamp. This clamp attaches the air hose to the engine's intake manifold. To the left of the clamp with the be the engines TPS assembly.
Under the hood, find the area where the accelerator and transmission cables meet on the circular device near the intake. On the other side of that device should be the throttle position sensor.
The ignition switch on a 1996 Mercury Tracer might lock up and release only when the shifter is removed from park and then put in the park position again because the sensor is getting worn. This sensor lets the ignition know that the car is in park and it is safe to remove the key. Check the shift position sensor.
Bad MAP sensor, throttle position sensor, O2 sensor, many possibility's it would be a good idea to get it down to a repair shop for an exact diagnosis.
A speed sensor on a 1998 Mercury Tracer is located on the transmission housing of the vehicle. It is placed on top in a secure location to safely measure the speed the transaxle spins.
Look for a vacuum leak. With the engine idling, anywhere you have a vacuum hose attached, Spray some throttle body cleaner at the connections and see if the engine idle picks up even just a bit. If it does, you have a vacuum leak. After checking if you do not find anything, at least spray some throttle body cleaner in the throttle body and clean the throttle blade up. Also try the Idle air Control Valve Located on top of your throttle body, or even the throttle position sensor
it has timing marks on it, look!
Your throttle tps sensor is bad. Replace it!

Position sensor external to transmission. Had same issue with daughter's 97 Escort until mechanic found it.
can't be set. only replaced. and that isn't your problem anyway. replace the crank position sensor, or the fuel pump. then your 1.9 will start.
