I have a V6 O3 Mustang and I bought it in October of 02 so it may be different but the reason it is hard to find it is on the driver's side under the dash. What makes it hard to find you don't look for a black cubed relay that plugs in. It has a yellow casing like a rectangle with a plug going into the back of it with some wires. Once you find it look into the casing and you will see the prongs down in the casing. It is a plastic casing. May be another color. If you are not sure it will have the part number on the end. I found mine down at the bottom over by the radio but very visible and easy to find. One thing to remember if it has been placed before it could very well be blue. They are 31.30 cents out in Loganville Ga. Mine is a 6 prong plug.
The turn signal/hazard flasher is integrated into the flasher switch. A very common failure on these cars.
The turn signal flasher is located in the same assembly as the hazard button the dashboard just above the stereo. You need to remove the trim pieces from the dashboard in order to access the flasher assembly.

It is located up under the steering column. It sometimes takes a little work getting it out.

Your car uses a flasher which has 2 prongs and just unplugs. They are identical to the 4 way flasher in your fuse box but the turn signal flasher is usually located on or near the steering column under the dash.
