The relay is housed on top of the fuse panel under and to the left side of the steering column. It is almost behind the emergency brake mounting plate. This can be seen by removing the kick panel below the steering column (2 screws at low level and snap in tags at the top in 3 places (just pull the panel straight out to release tags. There is a small box with a single bolt in it and that is on the fuse board. Fuse board color is a light tan almost white in color. If you remove the emergency brake bracket (2 screws) then release the 2 screws lower left side of fuse panel in black plastic bracket. There is one more screw that goes through the side of the adjacent metal mounting plate with a hex head, release this also. The panel will then move just enough to let you put your hand over the top and feel the relay. It is the largest one almost sits in the panel on it's own. Turn on ignition and feel the relay it should be clicking as it operates. If it is not clicking and you have checked the fuse for the relay on the underside of the board #1 I think it is 15 amp blue, then you will need to replace the relay. You can just about wiggle the relay out of it's seating but if it is tight used thin plastic lever to start to lift it from it's seating. Note orientation of prongs when removing. Replace in same fashion new relay.

The relay is located under the hood next to the main relay/fuse box on the right side of the engine compartment. The turn signal relay is in it's own compartment directly to the left of the main box. A replacement relay is a dealer only item at the time of this post, June 2009. It is a 6-prong relay.
