Pull turn signal lever?
look for the round silver or chrome cylinder that plugs into the fusebox.
Just above the brake pedal where the capet meets the firewall. There will be 2... 1 for the Hazards and one for the turn signal.

In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.

The turn signals on a 91 caprice do not work, the emergency flashers do.
It is in the wiring to the left of the steering column under the dash. In the fuse box located to the left of your brake pedal on the firewall. There should be two flashers, one is your signal, the other is your four way. flashers
look on the right side of the block There are two, one, a switch that cuts the fuel pump off when the oil pressure drops, it is usally located behind the right hand side of the intake manifold, another that sends the signal to the dash light or gauge whichever you have, that one is located right above the oil filter
