There is no washer relay.
The turn signal relay for the 1993 Subaru Legacy is located behind the left hand instrument panel. Look on the left hand side of the steering column.

On a 1996 Subaru Legacy, the starter relay is located under the head in the relay box. The relay box is located on the driver side at the rear of the engine.
1990-1994 take out dashboard and it is on the left take out three screws and the bigger relay is for the blinkers.
The relay is located inside the car, under the steering wheel in the driver's footwell. It is difficult to describe its precise location. However, the Chilton's Subaru Manual has an excellent description and picture in section 4-2.
