There are at least 3 of them. VSV for EVAP (2 of them) and one is VSV for EGR. One VSV for EVAP (should somewhere close to the air filter box) and EGR (is attached to the engine on the side facing the firewall, it's not easy to reach it) are located in the engine compartment, and another VSV for EVAP is next to the charcoal canister.

the vacuum switching valve that run the valve are a common problem they are intermittent stuck closed so do not operate the valve
There are many reasons for that. It's better to start from the spark plugs and spark plug wires. Check the EGR valve, and EGR vacuum switching valve. Make sure that you do not have gas leak.
PCV valve is connected to the valve cover, the one closer to the radiator. You can identify it by tracking a vacuum hose coming out of the cover.

The 2000 Toyota Avalon. PVC valve can be found on the air cleaner housing. The PVC valve will be attached to the back side of the air cleaner housing.
Find the PCV valve towards the rear of the engine, and remove the PCV valve. Remove the rubber vacuum line, and discard the old Valve. Connect the vacuum line to the new valve and put the valve in its place.?æ
