It screws into the turbocharger. Look for wires running to the turbo.
The turbo waste gate is powered by the engine computer. If the truck runs it is not a blown fuse. A normal failure is the wires breaking off at the base of the solenoid.

The EGR valve is located on the passenger side of the engine on a 2006 Silverado 2500 HD 6.6 turbo diesel. A bad valve will cause the check engine light to come on.
Usually the problem with this code is an open vent solenoid valve. 12 volts is provided to solenoid and the pcm grounds the solenoid. When the pcm checks the circuit it is looking for 12 volts on the wire at pcm. The pink wire should have 12 volts and the white wire should be the ground circuit from the pcm. Ohm your vent valve it will probably be open.
No the 2006 belt is for the 6.0L and a 99 is a 7.3L way different. If you have a diesel. Maybe if its a gas engine and has the 5.4L 2 valve in both models. If one has the 2-valve and other 3 valve per cyl then no they are different engines. Good luck. Hope this helps.
