To locate follow the upper radiator hose to where it hooks up to thermostat housing.It is screwed into that area just below it.It has a single wire connection that slides onto the sensor itself.If you plan on replacing it just drain the coolant down enuff about two quarts of coolant and remove and when installing the new sensor apply some permatex thread sealant (it will white in color) onto the threads so it seals it from leaking.Advance auto or auto zone ,napa sell this comes in a small white tube for around 3 dollars.Pretty simple job.

There are 3 temp sensors. 1 is under the spark plugs for the head cylinder temp. Another is on the thermostat housing for water temperature. And the 3rd is just beside the water temperature sensor and it's not a sensor it is a temperature switch.
There are several sensors on a 1995 Neon. The water temp sensor, crank shaft position sensor, and oil temp sensor are all mounted at various places on the engine block.
The temp sensor is to the right of the distributor cap in the top of the manifold about 6 inches away screws into the manifold. I just replaced mine and the temp gauge now is back working
