The fuse for the window washer on a 2001 Toyota Highlander can be found in the underneath the driver side dash. It is a 20 amp fuse labeled as WIPER.
The washer circuit for a 2004 Optima is on the same circuit as the wiper......a 20 amp fuse inside the passenger compartment.

On a 1998 Ford Explorer , there is a 7.5 amp fuse in location # 12 for the washer pump relay and power window relay , according to the owner's manual (Helpfull)
R/window wiper and washer are two separate things. Washer is simply a pump that squirts fluid onto window. First, have you checked the washer fluid level? How about the fuse? When you push the washer button can you hear the pump running? If not, possible bad pump, fuse or button. If so, maybe the pump is clogged or fluid delivery tube is plugged or disconnected.
