There are not and never have been any formal studies on this subject. The "perfection" of climate is very subjective. When for some individuals the perfect weather is a warm, clear skies, all year placid weather, the perfect weather for a climatologist is the most equitable climate not necessarily warm or sunny.

Another Answer As the above post indicates, it depends on what you like. No matter the climate there will be those who find fault. I visited Bogota Colombia and the residents were complaining that the temperature was too cold and they had to wear a sweater. It was mid 70's (Fahrenheit). I thought it was ideal. Hawaii is nice but they do get the occasional storm, then there are those hurricanes that occasionally wreak havoc and the volcano's, but some people like that kind of variety.

Mexico City seems nice, as does Curacao. In general, when you're close to the equator AND close to the ocean you'll have milder weather. But then you'll also be subjected to severe storms. There probably is no such thing as perfect weather.
