The jack is located under the rear passenger side seat. The tool kit is located behind the rear drivers side seat.
Place the jack under the differentials.

The tire jack on a 1991 Chevy Silverado is used by placing it at the anchor points just behind the front tires and just in front of the rear tires. It is raised or lowered using the provided detachable handle.

A 2002 Chevy Impala does not come with an RCA jack. A jack can be added to the radio via an adapter.

It should be on the lower left side back of the engine, next to the oil pan. You'll have to crawl under to see it. If it is a 2wd you may want to put it on a lift or jack it up. It can be a pain to reach.
The location of the jack, lug wrench and other tools for changing a tire on the Chevy Silverado depends on the model and cab style. For example, in a 4 wheel-drive extended cab (2002-2007) they are located under the rear bench on the passenger side. They are held in place by brackets attached to the floor. The arrangement is similar for other cab styles but the position on the rear floor may be different.
Chances are it is a blown fuse for the cig lighter. it happened to me too. change it and it should work...
