On a 1999 Sebring Convertible, they are at the bottom of the kicker panels on both sides of the car. There are about 4 on each side, but I found that the ones closest to the rear wheels are the ones that really need to be kept clean to avoid getting water on the inside of the car. If you run your finger along the inner side of the lowest part, you can feel them as raised sections that are slightly slanted.
I have experienced this problem. On the underside of the car, on both sides, running from wheelwell to wheelwell is a weld. There are several holes in the weld that become plugged and do not allow water to escape. You can feel where the weld seperates with your hand. I use a short piece of a coat hanger to open the holes. Make sure that the drain plugs in the rear fenderwells are out. With the convertible water that runs down the top has no where to go. It will accumulate in the fenderwells and then seep into the vehicle if the two rubber plugs are not removed to allow the water to drain out.

i heard that you can "flush" the seals around the windows. the water is supposed to drain down these, but mine are leaking under the outside mirror's causing it to drain down the inside of the doors , over the speakers and onto the floors. i just can't figure out how to flush it.

Remove the bottom and top drain plugs on gearcase and allow all lube to drain out. The plugs are slotted screws, about the size of a dime. Inspect the condition of the drain plug washers, (the washers may stay on the plug, or in the drain plug hole), and observe the color of the oil. Should the lube have a white, milky appearance, or if straight water drains out, a reseal of gearcase is in order. Fill the gearcase from the bottom hole until it runs out of the top hole. While holding the filler bottle in place, replace the top plug, then quickly install the bottom plug.
