Reach around above the ash tray frame. It was loose and attached to wires in mine. Not clipped to anything. I pulled the wire and flasher out through the ashtray and unclipped the old and put in a new. Try driver's side under dash secured by a clip or in or near fuse block around steering column

Flasher is located under the ashtray in the dash. you must remove ALL lower dash screws to lower the dashboard face then you may access the Flasher.

The turn signal flasher is located on the fuse block for all years of Celebrity's. The fuse block is at the bottom of the dash to the right of the steering column.
Take out the ashtray. Reach up above the metal frame that holds the ashtray. Feel around as the Turn signal flasher will be floating around, not attached to anything except it's own plug. You can pull it out through the ashtray opening and change it there. In the fuse box under the left side of the dash.

The flasher on your Celebrity is located on the fuse block. The fuse block is on the bottom of the dash to the right of the steering column.
I believe it is in your glove compartment there is an access to your flasher.
First, you remove the fuse cover under the dash on the driver's side. Then read up and behind the fuse block and you will find it dangling on its' plug. You should be able to pull it around the fuse block out where you can easily remove the flasher and replace it with a new one. An additional comment -- On an 85 model, the flasher is clipped to the top of the ashtray casing, not dangling free.
Behind the Ashtray I just fixed mine last night. It turns out that it was attached by a clip on the right side of the ashtray frame inside the dashboard. I took out the removable "cup" part of the ashtray, then removed the two upper and two lower ashtray frame screws. Next, I pulled the frame forward and disconnected the small ashtray light. The power wire for the cigarette lighter can stay attached. After that, it was easy to replace the flasher unit.
