The flasher for the turn signals is located on what Chevrolet calls the convenience center. It is located behind the dash to the left of the steering column. It is anything but convenient to get to.
Probably the Electronic Flasher. These ,when the fail,will allow the Signals and/or hazard lights to work intermittently. The flasher is the same for both the signals and hazards.
My flasher was in the upper left hand side under the dash. Over the steering column. The four way flasher is the lower and the turn signals is the upper flasher.
There are two relays, one for the emergency flasher and one for the turn signals. Replace the Flasher Relay for the turn signals, it is defective.

Not that I have seen. However, if you need the audio reminder that your signals are on, you could wire a buzzer from Radio Shack in parallel with the flasher circuit. Should be relatively simple once you locate and identify the wires going to the flasher. A Subaru service manual (less than $10 in electronic format on eBay) will be very helpful in identifying the wires you want on a wiring diagram and for component location. Good luck.

Your vehicle has 2 flasher relays. One for the turn signals and one for the hazard lights. The turn signal flasher is located on the drivers side under the dash, mounted on the passenger side of the steering column. The Hazard flasher is located on the drivers side, under dash, above kick panel, mounted in the bottom of the convince panel.
