Spray some powdered graphite into the mechanism and see if that helps. It may just need some lubrication.

My guesses are that 1. The shifter is not in park. 2. The transmission is not in park. (Other end of shifter cable.) 3. There is a safety deal on your key, grabs ahold if it for things like not being in park. This could have gone bad. -Idea, (On a late 1996 jimmy/1997) On the bottom of your steering column is a half inch round plastic tab you can remove. You can then put a screw driver up in the hole to manually push the 'key locker' open.
