You don't necessarily always "find HTML", but you write it. HTML is a mark up languaged used to define the structures of your website and how data is presented. Either through the limited constructs of HTML or the more advanced and flexible constructs of CSS(Cascading style sheets, another form of code) you can also aestetically alter the structures of this page to create the face of the internet you are used to seeing.
You can Google "free layouts" and find tons of HTML layouts for your website, and you can often find code examples for specific actions where you can make small modifications to the code to suit your needs, but without atleast a basic understanding of HTML or a WYSIWYG(what you see is what you get, drag and drop design element based design) editor then you are going to have trouble.
I reccomend the tutorials over at W3Schools.com, they are extremely well laid out and I used them to learn both xHTML(a more strict, more widely cross browser complient version of HTML) and CSS from their guides.
