you can't as the relay needs to be there to put the right amount of fuel through at the right time,buy another fuel relay.
under the dashboard number 167.
it is under the steering wheel behind the dash board
On the fuse block, directly above fuses 20, 21 , 22. (Lower Right hand corner)If it is the original factory relay, it is labeled 167.
Underneath the steering wheel, behind all of the trim. You need to unscrew all of the trim and pull it off to get to it.
The button for the fuel relay switch is on a 1976 Golf is on the driver side rear 1/4 panel about 6" to the front from of the left tail lite. It looks like a button to hold the carpet on the rear 1/4 panel.
starter relay location
its located under the car jus in front of the right rear tire. it holds the fuel filter fuel pump and fuel accumulator. i have a 1986 golf that mine is broken and cant find a new housing anywhere.

The replacement relay for a 1995 Volkswagen Golf GL is part number :P2020-324863. This is located in the hazard light switch.

if the starter is turning engine may be down to no spark or no fuel remove spark plug, earth to engine get some one to turn engine over check for spark if spark due to fuel if no spark check back to coil When mine failked it was due to a weak fuel relay, which was intermittent (more off than on) Replaced fuel relay and it fdired up immedately. Checked old relay and with full 12 volts it pulled in, but anything less it would not pull the contacts home.
