There might not be one. Many were sold in states that don't require titles on 50cc an lower scooters/mopeds. But if you have a bill of sale you may be able to have it inspected by your BMV and they may be able to issue a title.

The VIN number of a 1989 Honda Elite Scooter can be found the frame of the vehicle. The numbers can also located on the left side of the floorboard.
Look at the title. It lists the year.
It's under the footboard on the left side of the bike. It is the VIN plate. The number starts with ME4JF11A......
