Type of vehicle and is it a standard or automatic? Could be shifter linkage, clutch, something stuck around the shifter. If standard, will it shift into reverse when the engine is off? If so, it is most likely the clutch slave cylinder. Could be the master cylinder, but the slave usually goes bad first.

If it is a standard: 4High - Put in clutch, use transfercase shifter (shorter shifter) and follow the shift pattern into 4H 4Low - Come to a complete stop, Put in clutch, use transfercase shifter (shorter shifter) and follow the shift pattern into 4L If it is an automatic 4High/4Low - Stop, Put vehicle in park, use transfercase shifter (shorter shifter) and follow the shift pattern into 4L or 4H If this doesn't work it means something is wrong with your CAD (central axle dissconnect). Which means there could be a leak in the vaccum lines, or the shifter fork in the CAD is bent or broken.
That should be one stop after neutral on the shifter.
its for manual shift, slide the shifter over when in drive and you push the shifter up to + to shift up and down to - to down shift

Generally not. Standard transmissions are for the most part, operated by linkage rods connected to the shifter. These rods push and pull the shift arms on the side of the transmission. Cables are quite common on automatic transmissions, and may in some rare cases be used on standard transmissions, but these are the exceptions, and I know of no current or past applications.
If it's a Standard transmission [Stick shift] you need to put it on Neutral apply Emergency Brake.. there's a Tab on your shifter under the shifter knob and you need to lift it with your Index finger and middle finger to deactivate it.
My guess would be you shift shaft teeth are worn or your clutch is going out. Also check and see if the shifter is rubbing and catching on anything.
