You get it as quest reward by the final 13th quest in book 1. Then you can upgrade it to Doomed ripper wings. You just have to go to the well between the mana and health potion shop. You can click on climb down and who's that. Press on who's that. Then press on items. Then you have to click on ripper wings. And there you go: There is the shop. Good Luck! :)
