If it only leaks when you drive it, either the trunk lid is not lined up properly, or, the trunk gasket is defective.
The trunk release is under the steering wheel. Look on the dash, below the handle for the wheel tilt... It's somewhere along there.
Look in trunk ther should be twist off screws.

There are many possible leak points, but the most common place for a trunk water leak in a neon is around the tail lamp mounting bolt holes. If you are unable to locate and repair the leak, there are people who specialize in this type of repair.
It's not too difficult to find a leak if you can get the vehicle on a rack to look at it from underneath. And power steering hoses can be difficult to replace if you are not mechanically experienced and have the proper tools. Best to leave it to a mechanic.

Fold the back seat down, and look in the trunk itself... You should see a yellow lever. Pull it and it should open your trunk, with out the keys. Other wise you'll have to call a locksmith (of get a pry-bar)
Beleave it or not; it's in the trunk Fuse panel. Look in owner's manual for location.
