There is a Power Steering pump under the hood in front of engine, it has a pully that is driven off a belt. Read the cap on top of the plastic reservoir that is attached to pump (to make sure it is power steering) and there should be a dipstick connected to cap. Your owners manual should specify what type of fluid to use and only fill fluid to appropriate level (that is denoted on the dipstick that the cap has)
PS- do NOT get any dirt in there
It uses regular power steering fluid.

A good quality power steering fluid from any auto parts store will work. If you are not near a store with power steering fluid you can substitute a good tranmission fluid for Chrysler vehicles. BE CAREFUL AND CHECK THE YEAR , ACCORDING TO CHRYSLER'S 1985 MANUAL, NEVER , NEVER, NEVER USE TRANSMISSION FLUID IN THE POWER STEERING PUMP, POWER STEERING FLUID ONLY.
Power steering fluid reservoir is located in the front right-hand side of the engine compartment. It is very close to the fan. There is a screw cap and hot/cold fluid level marks for checking.

It is mounted on the rear of the power steering pump . Look in behind the bracket that is covering the pump up and you will see a cap. remove it and add fluid as needed.
Open the hood, look to your right (driver's side ). On a bracket bolted to the strut tower just above the battery there is a black square bottle with two hoses. The cap should say POWER STEERING FLUID. Check fluid type - I know later 240s use Dexron ATF rather than power steering fluid.

The most obvious answer would be a broken hose which need to be checked.
