Your local schools (which do SATS testing on their pupils) will generally let additional pupils take the tests with their pupils. Just give a few local schools a phone call/email, they're generally pretty amenable. However you may have to pay the cost of the test (but that's not always the case).
The SATs are nationally normed.

Most take the ACTs during junior year, however, unlike the SATs, no one will know how many times you've taken the ACTs, if you want to take it earlier, besides the the cost to take the test, there is no penelty.

You usually take 2 sets of SATs in your life: one in Year two when you are 6 or 7, and one in Year 6 when you are 10 or 11. Some schools do 'practise' SATs inbetween, and schools used to do SATs in Year Nine as well
You should study quite a few weeks in advance for the SATS, it is a very complicated test and can have great baring on a persons future. This kind of test should be prepared for if you seek outstanding results.
