The transmission computer will default to second gear only when it detects a malfunction and sets a code.
The shift cable is loose or mis adjusted.
You need to have t h e transmission computer checked for codes.
it happened to me too. look under your owners manual it tells you how to move it out of park. its an electrical problem There us a known issue with a plastic lever in the shifter assembly breaking, Chrysler does sell it separately
You have to step on the brake pedal to shift to any gear from "Park"
If the gear shift isn't free at all then there could be a problem with the shift censor. If this isn't the case then the linkage in the transmission is broken.

There is a plastic piece inside the gear shift console that breaks and makes it impossible to move out of park without special effort. Do not try to force the gear shift or you will just make things worse.
If the transmission won't shift out of first gear on a 1992 Buick Roadmaster, it could indicate the transmission gears are seized. It can also indicate a low fluid level.
check your transmission control relay.. it might be stuck..
