Christmas was banned in 1659 legally in Boston, Massacheusetts. The Puritans had left England to find their own way and make their own decisions. Christmas to them had been a Holiday of the Church of England and they didn't want to follow anything for the Church of England. in England, the Church of England was the only legal Church and it was in actuality a Government sponsored religion.
Also, December 25th was never really known to be the birthday of Christ. It was just selected several centuries after Christ as a date to use. The Puritans never wanted to use a Government and Church selected date. And the Christmas celebration in England had been a holiday of drinking, feasting, and gambling and the Puritans also saw nothing religious in these traditions from England.
For all these reasons, the government at the time decided to outlaw Christmas merely because that is what the people wanted. So, then again, it was more to appease to public thinking of the time period rather than much reality based decision. The ban on Christmas lasted for 22 years legally but after this people still had a hard time going back to seeing Christmas as much more than it had been.
From 1659 to 1681 Christ mas was outlawed in the city of Boston. A violator of the law would be fined five shillings.

In 1659, a law was passed in Massachusetts Bay Colony requiring a fine from anyone caught "observing any such day as Christmas or the like, either by forbearing of labor, feasting, or any other way." Christmas celebrations were deemed by the Puritans to be a time of seasonal excess with no Biblical authority, and were therefore outlawed.
