HTML was invented in the end of 1990, and first described to the public in 1991, by Tim Berners-Lee. Berners-Lee has been working on the idea since the late 70s. At the time, Berners-Lee worked at CERN (the European Organization for Nuclear Research,) based in the suburbs northwest of Geneva, Switzerland.
It is interesting to note that HTML was never an official project of CERN.
Tim Berners Lee initially invented HTML and since then various people and organisations have invented new tags that have become part of HTML.
HTML was not discovered, it was developed by Tim Berners-Lee.

It was invented by a man called Tim Berners Lee, in order to enable sharing of documents on a network and to be able to format them. It was created in 1991 and 1992, and has had continual development since then.

The first public available HTML version was HTML 2.0 which was published in the year 1995 although informal drafts of the HTML standard were allready available in 1992. The latest HTML version is HTML 5.0 with a first working draft published in 2008
It it wasn't discovered, but invented. Something that is discovered all ready exists. It was invented in 1990 by Berners-Lee.
