Louis was headed for Austria. He was trying to flee, to escape the revolution. He knew that if he made it to Austria with his family, he would be able to enlist the help of the Austrian army as well as others (seeing as though his wife was a member of the Austrian royal family) and fight back against the revolution. He knew that if he got their army involved he would be able to win his country back, however he was recognized when a man in Varennes stopped them and asked for their passports, and saw the King's signature. He obviously hadn't thought that through. lol
