Where the first dictionary was made depends on your definition of a dictionary. The first dictionaries were bilingual word lists. One exists from 2300 BC from Northern Syria. It gives definitions in Akkadian and Sumerian. Akkadian was a Semitic language that had Noun Declinations. Without the Noun Declinations, we would not know that Semitic languages were related to Indo-European Languages.
One old dictionary was made in ancient Rome. It gives the meanings of words in various languages. Many of those languages no longer exist. Still, because we have that dictionary, Linguists are able to produce relationships within the Indo-European language family.
Somewhere the Arab world produced the modern style dictionary with the words in Alphabetical Order and common definitions.
