I assume you mean Pied Piper, a reference to his unusual striped and say, Piebald costume. The story takes place in the (real) German city of Hamelin in the Middle Ages. it is very unusual as it involves abduction of children and the Bad Guy is the focal character ( rather like Dracula or Frankenstein"s monster) He seems to get away with his misdeeds, also rare in Fairy Tales. I never did like it. Now, what if some nut hijacked a school bus, it has happened. In a very loose sense the science-fiction film The Amazing Collossal man is paralell, in one scene he grabbed ahold of a school bus filled with screaming kids ... Evil men are nothing new.

Why is haggis piped in?

Haggis is only piped in at the ceremonial Burns Supper. It adds to the sense of ceremony. In Burns' poem to a haggis it is described as "great chieftain of the pudding race". Highland chieftains typically had their personal piper who played at ceremonial occasions therefore it makes sense that the haggis should have its own piper!

Is piped piper of hamelin a tall tale?

In the middle ages an incident occurred in Hamelin when a piper led a number of young men and women from that city to a distant homeland in a far away country. (Actually such incidents happened often in that era as populations were wiped out by disease, war, and plague. Unemployed men and women would be offered their own farms. That happened all over Europe after the Black Plague.)Following the exodus of the unemployed men and women stories arose as to why they followed the piper out of town. Someone came up with a tale about rats and not paying the piper for getting rid of the rats.
