In Washington, until U.S. Grant became General-in-Chief, when he set up a mobile headquarters that travelled with the Army of the Potomac, commanded by General Gordon Meade.

This somewhat put Meade's nose out of joint. Logically, Lee should have surrendered to Meade, not Grant.
