You must to what is above and use the action replay cheat walk though walls. then walk to your right after the sailor drops you off because of the the cheat you would be able to walk on water, as you continue try not to get lost ( you may use a Pokemon that knows the move fly as a last resort) if you continue right you should arrive at new moon island

How to get to Fullmoon IslandTo get to Fullmoon Island you need to have the National Pokedex. Talk to the Sailor who takes you to Iron Island. He'll ask you to get the Lunar Wing. He will also ask you to take you to Fullmoon Island. Select Yes and you will appear on Fullmoon Island. Go into the little opening and you will find Cresselia. She'll be added to the Pokedex. But she will run away from you. This is just like catching Mespirit only it's much harder. I used my Heatran when I met Cresselia. But you don't battle it on Fullmoon Island. Once you press A on it Cresselia will flee. It will also drop the Lunar Wing. Take it to the house in front of the Sailor once you get to Canalave City. Press A on the boy. He will say: Dar Dark is coming for me. He means the Pokemon Darkrai will come for him. He's having a nightmare. Once you get Mystery Gift you will have the same problem in the game. But when you get to that point you will battle Darkrai. This is a whole different story. The sailor will thank you. And he will let you go to Iron Island and Fullmoon Island whenever you want to. Then talk to darkrai and make sure you have lots of pokeballs and strong Pokemon because darkrai is at level 48 or 40. Then catch him save your game and go and find the sailor on new moon island and he will take you back to canalive city.
