The generic answer would be to first take a good look on the hood release mechanism on a similar car. Then get a good flashlight, look through the grille and see if there's a way of accessing the latch from there.
ideaswill it open from the outside and not the inside if so then it's a child safety lock located on the door jam near the latch if not you could have any of the following broken lock, door latch or the latch is just stuck.

The jack and tire iron in the Jeep Liberty is located under the right rear seat. There is a large knob, easily visible, when you look in that area. Turn it counterclockwise to release the jack and tire iron. On my car the knob is very hard to turn. It think this answer would apply to all Jeep Liberty's. I would assume you have either a "Door Ajar" indicator or the Dome light stays on. I don't know if it applies to the 95 but on our 97 the switches are located on the door latch mechanism inside the door. WD40 spray on the door latch really worked for the Dome Light problem, I would guess it will work on the door ajar switch as well.
You have to slip in a slimJim and grab the latch hook and pull straight down while putting downward pressure on the hood. If you don't know what a slimJim is look it up. I would also encourage you to lalso ook up the hood latch part for your car so that you can see how the latch hook catches the lower latch cup.
If the cable is broken on the inside of the car it isn't too difficult. Simply pull the cable out of the hood release bracket. Then peel back the outer housing to the small inner cable and pull that to release the hood latch. I have done that and it works. On the other hand if the cable broke on the latch release lever under the hood that gets somewhat more difficult. I have never had that problem but if I did this is what I would try first. Take out the six screws that hold the grill in from the outside. Then reach up through the opening to the left side of the latch. Make a hook on the end of a rod and insert that between the latch bracket and the top of the radiator support and attempt to catch the latch release lever and pull back to release the latch. It might take several tries but it might work. Then there is another alternative. Take it to a body shop and see if they have some easier trick to open the latch. That might be a lot easier.
I had a similar problem. My latch on my 20004 endeavor would not stay shut and as I drove along, it would keep popping open. Turned out the sensors just needed to be adjusted. Take it to the dealer, takes five minutes.

You could try taking out the six screws that hold the grill in then remove the grill. At that point you could reach up with a rod and try to manually release the latch. If that doesn't work then a body shop would probably know what to do.
