No, the computer needs that sensor to know crank timing.

the crankshaft sensor is above the oil filter on my 00 neon. it has one 10 mm bolt that needs taken out to remove the sensor

The speed sensor for a 1995 Neon is on the side of the transmission. It is mounted behind the vehicles exhaust.

It is in the pipe next to the exhaust manifold.
Take off the old one and put the new one on.
