The fuel filter is located under the under carridge of the car on the left(driver side)near the driver seat area. It requires a special tool. The tool is the same one used to change the fuel filter on a Ford Ranger pickup truck. It is also the same tool used to change the A/C compressor on that same truck. This tool is very cheap, can be puchased at any autopart store. It looks like a pair of scissors, it has two sizes made on it for 2 different size lines.

When changing your oil, under the truck after taking offf the cover, the filter is right there. Take it out and find the right one to replace it in the store, it is really quiet easy.
Find it by tracing the fuel line from the engine to the tank. It may require special tools abailable at the parts store.
You can find the 1995 Chevy Lumina fuel filter in side of the gas tank. Drain the gas from the gas tank. Remove the fuel line. Remove the fuel filter retaining plate. Remove the fuel filter. Reverse the process to install the new fuel filter.

I would find and replace the fuel filter first and if that's not your problem then check out the fuel pump.Good luck
separate the lines from the filter and fit the lines onto the new filter. just trace the fuel lines to find the filter

I would find a replacement in a salvage yard and replace the handle. Or replace with door poppers
I would immediately check the oil level. If you find that it is not low of oil, immediately replace the filter with a new name brand filter. AC/Delco would be my choice in this vehicle. If that does not help, replace the oil pressure sending unit.
