Upstream O2 sensor is located on the first muffler pipe coming out of the engine. This sensor can be found after you open the whood and look directly behind the engine. The sensor is connected to a wire and will end on electric connection to your computer.

It is under the plastic cowling where the wiper arms are at.
Are you sure it is not transmission fluid? Oil in the coolant would indicate a bad head gasket

You can find it in the exhaust manifold.
In most cases, you will find the speed shift sensor for your 1998 Chevy Blazer located on the backside of your transfer case. The transfer case is located on the transmission.
Check the temperature sensor. You should be able to find a resistance value in your manual. If it is within specs, check to make sure the wire to the sensor is not grounded. Quick check would be to unplug the wire from the sensor. If the temperature goes down to cold it is probably the sensor. If not, there could be a short in the wire to the sensor. Worst case scenario is that the guage itself is faulty but the sensor or the wire is more likely.
