4 cyl only has 1 exhaust manifold so there is no bank 2. the cat coming off the manifold would be the one that would need to be replaced. the reason the diag. refers to bank 1 is that the obd2 system is programed to read bank 1 and or 2, therefore even if you do not have a bank 2 it will still reference bank 1 or 2.

O2 sensors are usually on the exhaust manifold. Actually on the '96 Galant, one is in the header pipe (the pipe running below the engine between the manifold and the catalytic converter) and the other is in the catalytic converter.

It depends on the engine. If you have the 2.4L 4 cyl engine, it has one. If you have the 3.0 L v6 engine, you have two. As far as oxygen sensors go, you will have one upstream and one downstream per catalytic converter. Hope this helps.

there should be 2 oxygen sensors, one easily seen just coming off exhaust part of engine and the second one just past catalytic converter.
