While the Social Security Administration was recently part of the Department of Health and Human Services, it is now (as of 1994) an Independent Federal Agency. As the Cabinet is made up solely of the heads of Departments, the Social Security Agency has no representative in the Cabinet.

The Social Security Administration is one of several Independent Agencies of the Federal Government. Independent Agencies are so named because they do not fall under the control of one of the major Departments of the Executive Branch.

As the US Cabinet consists solely of the heads of the Departments, no Cabinet Officer represents the Social Security Administration.
