Although Nixon masterminded it; he did it up "changing horses in the middle of the stream", when he resigned from office; as the war didn't end and all US personnel weren't out until '75. Nixon ended it, but Ford technically ended it too, as he was president when the war concluded in '75.

Gerald Ford was in office. There were 5 presidents during the time of the Vietnam War.

Eisenhower began the United States' involvement with the Vietnam War by creating the Southeast Asia Treaty Organization to help squelch communist uprisings in the area. Kennedy wished to overthrow Prime Minister Ngo Sinh Diem, the leader of Vietnam, but was assassinated before he could do so. The first combat troops were sent to Vietnam under Johnson's term as president. During Nixon's presidency, the Paris Peace Accords were signed. However, the war did not officially end until April 23, 1975, under Ford's presidency.

Lê Duẩn - as Hồ Chí Minh had died.

President Duong Van Minh was South Vietnamese President (replacing Tran Van Huong who replaced President Thieu after the Americans had left), but as they had lost at the end, they were no longer in power.

...or do you mean who was American president at the time America pulled out of the war (it did continue after this point) - That was Nixon.
