A president can veto a bill that the congress passes and sends to him for his signature and he can refuse to sign it (vetoing it). But the president cannot override vetos. The congress can override president's veto by a 2/3 vote.
While the 13th amendment freed the slaves, it did not make them citizens or give them any rights. The newly freed slaves had no where to go after the 13th amendment was passed -- they were simply no longer slaves. Most slaves during the civil war had been born into slavery as the importation of slaves was made illegal in 1808. So, the slaves had no reason to go back to Africa, as they had no money and many had never been there anyway. The U.S. government realized they had to do something about all these people, so they essentially gave them citizenship with the 14th amendment, and later the right to vote with the 15th.

There were private companies that were bringing slaves to the United States. When the slaves were freed, there were not private companies wanting to take the the slaves back to Africa, and the U.S. would have been responsible for paying to have the slaves sent back. The U.S. government thought it would be too expensive, and looked into other solutions.

The American Colonization Society was formed to send Freedmen and women to new homes in Africa. Members were anti-slavery people, but many, as with Abraham Lincoln, were not ardent abolitionists. The Society's major obstacle was money. Members sought to buy slaves' freedom and then offer them a home in Africa.
