On a one to one basis, the Boeing 727 has had more incidents 325 verses the TU-154 which has had 179.
Even if you take the number of aircraft built - 727 = 1,831 vs Tu-154 = 1,025 the 727 has the worst safety record.
Couple that with the average condition of the airports a TU-154 would land on, the 727 does appear to have the worst record.
