The 25th Amendment was brought out of concern of having a disabled President. The 25th Amendment was adopted on February 23, 1967.
When the 16th amendment was passed on February 3rd, 1913, the president was William Howard Taft. When the 17th amendment was passed on April 8th, 1913 the president was Woodrow Wilson.

The ninth amendment is one of the ten "Bill of Rights," all of which were ratified 12/15/1791 when George Washington was the president. You should be aware that the President is not part of the amendment process. He does not sign such proposals and he can not veto them.
Such is the 23rd amendment to the constitution. It was passed by Congress and ratified by 3/4 of the states.
