The 15th Amendment, ratified in 1870 during the Reconstruction of the South after the Civil War, granted universal male suffrage. It prohibited discrimination in voting rights based on race. Note that technically, there is not a guarantee of the right to vote, but rather a prohibition on discrimination by race (and gender, after the 19th Amendment). So a state could theoretically pass a law that says you have to be a resident for x number of years before you can vote. This means many African-Americans or women would lose the right to vote, but because they are not being discriminated against based on their race or gender, the 15th and the 19th Amendment (respectively) would not be violated. Two other voting rights Amendment are the 24th (no poll taxes to vote) and the 26th (voting age must be 18 in federal elections).
