Passed by Congress March 4, 1794. Ratified February 7, 1795.

Note: Article III, section 2, of the Constitution was modified by amendment 11.

The Judicial power of the United States shall not be construed to extend to any suit in law or equity, commenced or prosecuted against one of the United States by Citizens of another State, or by Citizens or Subjects of any Foreign State.

The Eleventh Amendment, which was ratified in reaction to a Supreme Court decision in Chisholm v. Georgia, (1793), in which the Court declared the states lacked sovereign immunity from being sued for debt incurred to US citizens during the Revolutionary War.

There is no such amendment. It is allowed. You are probably confusing this with the Eleventh Amendment, which prevents a State from being sued by a citizen of a different state. Under the principle of sovereign immunity, the state would have to consent to such a suit.
