policies affecting special interests. NO WHERE ! DO NOTHING CONGRESS !
Yes, in a way. Congress makes the laws and essentially tells the president how to run the nation. The president is the CEO- his job is to carry out the will of Congress, although he can exert influence on Congress to get them to do what he wants.
The president has More power over all of them, or whatever. lol.
no. Congress has the final say on appropriations. If the President wants a new missile, he has to lobby for it. He has ways to exert pressure on Congress, but the final decision is theirs.
The US presidents have no legal control over the Conggress; however there are political and practical ways the president can exert influence over Congress. Sometimes, but certainly not always, the majority of the houses of Congress are of the same political party as the president and those members will sometimes go along with what that president wants them to do.
Constitutionally speaking the US President plays no role in the legislative process other than what influence he may exert on certain legislation by virtue of being the leader of his political party. Only when a bill is passed by Congress an is sent to his desk for signature into law, does the President affect any law.

The only official role in legislation is the ability to veto legislation passed by Congress. Doing so, requires Congress to pass the measure again by a 2/3 majority or else let it die. The President has advisory power. He can lobby for legislation that he wants passed and exert pressure on Congressmen to pass it. He can reward Congressmen who help him by campaigning for them and by spending government money in their districts. He can also let be know what he will veto.
