I do not believe there is a standardized list of required reading. It will vary greatly from school to school, and even more from country to country. A few things I was required to read in British Literature were Beowulf, The Glass Menagerie, and Much Ado About Nothing.

Yes, clearly Shakespeare learned to read and write in English. This was probably taught in primary school before he advanced to grammar school.
