Either one will engage the anti-lock system in a panic stop. I doubt you'd be able to detect a real difference in stopping difference. The real tradeoff is between wear on rotors and amount of brake dust you want to put up with. A harder pad will wear the rotor more quickly but produces less of that awful black dust. Softer pads make more dust but wear the rotors less.
